Pour un Sourire d’Enfant (PSE) - For a Child’s Smile is a non-profit organization founded by Christian and Marie-France des Pallières, operating in Cambodia since 1995. Its mission is to help children escape from destitution and lead them to decent, skilled and well-paid jobs.
Recognized by the local authorities, PSE is working in respect of the country with the Cambodians and thus supports sustainable development.
Six main programs – adapted to the needs of the children – have been developed: food, health, protection, education & schooling, vocational training and help for families.
PSE helps more than 6,500 children and more than 6,000 graduates from PSE Vocational Training program graduates have already successfully integrated the job market with a real qualified position. PSE employs more than 650 people in Cambodia (Phnom Penh mainly) and 6 staff at the headquarters in France. 400 volunteers in different countries are actively working on making the organization known through fundraising donations and sponsorships.
In 2000, PSE received the French Human Rights Prize from the French Republic.

S/he will provide strategic leadership and oversight to the customer-facing team of the HR department (Human Resources Business Partners) ensuring that effective and timely solutions and support all PSE staff and ensuring quality design of HRBPs strategies, tools , workforces planning , performance management and support all people related issues. S/he also responsible for managing the LnD function and provide solutions to LnD request across PSE and lead the implements training related regulations
HR Operation Expertise
- Oversee all aspects of human resources practices and processes.
- Work closely with CnB manager to ensure that the employee handbaook is most current and comply with the law reuired.
- Manage the HR Business Partners who are front line support to more than 600+ staff and managers seeking to provide excellent HR services in a timely manner and provide regular management support to HRBP
- Bridging management and employee relations by addressing demands, grievances or other people related issues
- Lead requisition, recruitment process from start-to-end.
- Act as a primary HR point of contact for managers in the organization, providing partnership, consultancy and guidance to customer group leaders and managers in various HR functions including performance management, employee relations, policies and procedures, compensation, benefits, recruitment and training.
- With a deep understanding of PSE strategy and context, develop appropriate people and organisational solutions, policies interpretation and reinforce on its practices
Learning and Development
- Lead the The Training Need Assement (TNA) annualy and develop training calendar and budget planning for internal and external training
- Ensure on the implementation of the LnD policy
- Identify skills and capabilities required to equip the current
and future workforce.
- Support managers in identifying talents and develop succession plan
- Support HR Director in strategic alignment and implementation of proactive people solutions across PSE
- Create, implement and follow up a Training strategy and policy to support the operation challenges related to staff learning and development
- Define and implement the training and development agenda. Promote learning culture and digital learning solutions. Source suitable training and development solutions (internal and external). Design and implement local Mentoring and Coaching programs
- Assist HRD in developing the career path for the purpose of retention of high performers
Education
• At least Bachelor degree in Human Resource Management, Finance or relevant field.
Experience
• At least 7+ years’ experience in Human Resources field
• 5+ years’ experience supervisory/management experience supervise
• Professional Certificate in Human Resources
• Experience of developing or implanting learning and development policy
Skills
• Knowledge of Labour Law and employee relations
• Knowledge of learning and development theories, including learning methodologies
• Strong skills of designing and evaluating learning and development initiatives.
• Proficient in coaching, mediating, influencing, facilitating, presenting, training, analysis and problem solving
• Computer skills, especially with Word, Excel, Powerpoint as well as internet navigation and electronic records management
Specific Technical Competencies
• A good understanding of HR operation, salary and benefits market surveys and benchmarking
• A good understanding of Learning and Development principle
• Excellent interpersonal and relational skills
• Ability to maintain confidentiality
• Ability to organise work priorities, manage competing priorities and deliver on commitments
• Excellent attention to detail
• Ability to communicate with all levels of staff, orally and in writing
