General Maintenance Team Leader
Pour un Sourire d’Enfant (PSE) - For a Child’s Smile is a non-profit organization founded by Christian and Marie-France des Pallières, operating in Cambodia since 1995. Its mission is to help children escape from destitution and lead them to decent, skilled and well-paid jobs.
Recognized by the local authorities, PSE is working in respect of the country with the Cambodians and thus supports sustainable development.
Six main programs – adapted to the needs of the children – have been developed: food, health, protection, education & schooling, vocational training and help for families.
PSE helps more than 6,500 children and more than 6,000 graduates from PSE Vocational Training program graduates have already successfully integrated the job market with a real qualified position. PSE employs more than 650 people in Cambodia (Phnom Penh mainly) and 6 staff at the headquarters in France. 400 volunteers in different countries are actively working on making the organization known through fundraising donations and sponsorships.
In 2000, PSE received the French Human Rights Prize from the French Republic.

S/he will be responsible for managing all construction and renovation projects across all dimensions and phases, and leading the masonry, carpentry, and ironsmith teams to maintain buildings, furniture, and all relevant tasks.
1. Project definition
- Design projects based on departmental requests or anticipated needs, leveraging knowledge of PSE infrastructure, and write the project scope accordingly.
- Develop architectural and technical designs for all construction and renovation projects, including a bill of quantities and budget.
- Ensure resource and budget evaluation.
2. Bid Management
- Establish bidding documents and pre-select companies for submission in accordance with PSE policies.
- Ensure the call for tenders is conducted properly
- Ensure all valid construction agreements are in place.
- Ensure the selection of the awarded contractor aligns with PSE's needs and policies.
3. Project implementation management
- Ensure safety and security on-site and in surrounding areas related to the operation of PSE.
- Prepare project plans.
- Manage project implementation and supervise the construction site.
- Ensure project delivery according to specifications, plans, and budget.
- Ensure project quality.
- Ensure adherence to the schedule.
4. Administrative and management
- Ensure reporting to the Maintenance Manager and project stakeholders
- Write minutes of meetings.
- Lead and manage the team to maintain buildings, furniture, and all relevant tasks to ensure functionality, safety, aesthetics, and quality.
- Facilitate, assign, and lead the team to respond to the departments' needs that s/he is responsible.
- Create a weekly schedule for each team, prioritizing tasks and ensuring effective implementation.
- Ensure daily adherence to the safety and security policies in and around the construction sites, as well as by the team.
- Set up objectives and performance appraisals for the team.
- Coordinate with the team.
Education
- Graduated in Civil Engineering/Architectural Engineering.
Experience
- Minimum 5 years experiences in construction and renovation projects.
Skills
- Be able to communicate both Khmer and English, and to prepare power point presentation.
- Leadership skills: Team management, effective communication, responsibility, and time management.
Specific Technical Competencies
- Good knowledge of MS Office, Advance Excel user.
- Proficient in Auto CAD, 2D, 3D, and SketchUp.
