Pour un Sourire d’Enfant (PSE) - For a Child’s Smile is a non-profit organization founded by Christian and Marie-France des Pallières, operating in Cambodia since 1995. Its mission is to help children escape from destitution and lead them to decent, skilled and well-paid jobs.
Recognized by the local authorities, PSE is working in respect of the country with the Cambodians and thus supports sustainable development.
Six main programs – adapted to the needs of the children – have been developed: food, health, protection, education & schooling, vocational training and help for families.
PSE helps more than 6,500 children and more than 6,000 graduates from PSE Vocational Training program graduates have already successfully integrated the job market with a real qualified position. PSE employs more than 650 people in Cambodia (Phnom Penh mainly) and 6 staff at the headquarters in France. 400 volunteers in different countries are actively working on making the organization known through fundraising donations and sponsorships.
In 2000, PSE received the French Human Rights Prize from the French Republic.

Managing and administering PSE employees' benefits under the supervision of HRD And ensuring the accuracy of monthly payroll, employee benefit related payments.
S/he will be responsible to manage key functions of human resources of entire PSE, including: Personal administration (HRIS), Insurance (NSSF and Forte), Budget and Compensation to ensure effective and accurate statistics report, monthly payroll and budget monitoring in accordance to PSE policies and procedures.
• Ensure employee benefits are released in timely manner with accuracy (payroll, separation benefit, and all benefit comply with law etc.)
• Ensure the Compliance with Cambodian Labour laws and be a primary lead on all matters related to the Labour Law (Monitor and handle general compliances such as, Workbook process for current and new joining, registrations with MoLVT, Shop Steward, internal regulation and certified by MOLVT)
• Support HR Director to do salary and benefits market surveys, job evaluation and remuneration adjustment;
• Maintain the update on C&B policies and procedures and ensure all PSE staff are well aware of if and requirements;
• Ensure accurate and timely record keeping of staff data in HRIS and leave balance
• Timely monitor all staff movements (resign/terminate contract, transfer and extend contract, probationary period) to be properly documented and filed;
• Manage HRIS in coordinating with IT department to ensure the system functioning well and PSE staff has knowledge and skill to use the system;
Education
• At least Bachelor degree in Human Resource Management, Finance or relevant field.
Experience
• 5 years experiences in Personnel Administration or HR-related field.
• Experience of developing and managing the HR Information System.
Skills
• Microsoft Office program, Ms. Word, Advanced Excel, HR System and Email...Etc
• Very good level of English, French is an advantage.
• Strong communication and negotiation skills
