Pour un Sourire d’Enfant (PSE) - For a Child’s Smile is a non-profit organization founded by Christian and Marie-France des Pallières, operating in Cambodia since 1995. Its mission is to help children escape from destitution and lead them to decent, skilled and well-paid jobs.

Recognized by the local authorities, PSE is working in respect of the country with the Cambodians and thus supports sustainable development.

Six main programs – adapted to the needs of the children – have been developed: food, health, protection, education & schooling, vocational training and help for families.

PSE helps more than 6,500 children and more than 6,000 graduates from PSE Vocational Training program graduates have already successfully integrated the job market with a real qualified position. PSE employs more than 650 people in Cambodia (Phnom Penh mainly) and 6 staff at the headquarters in France. 400 volunteers in different countries are actively working on making the organization known through fundraising donations and sponsorships.

In 2000, PSE received the French Human Rights Prize from the French Republic.

Job description:

The HR Business Partner will provide strategic partnering, consultancy and guidance to customer group leaders, managers, supervisors and employees in various PSE functions including performance management, employee relations, HR policies and procedures, compensation, benefits, recruitment and training.  Customer group : GE, PSE-I, SoL, Pedagogy, and Support Edu. 328 Staffs 

Missions:

Main Responsibilities: 

  • Work as a partner with managers to improve all staff-related issues 
  • Work with managers to improve people-related priorities in customer work unit, including departmental restructuring 
  • Communicate with staff and managers regarding policy changes, payroll/benefits, or other important message in a timely fashion 
  • Ensure proper induction of all new staff happens within first few days of employment 
  • Provide guidance, counsel and training to employees and managers on issues of employee relations/conflict resolution  
  • Serve as primary lead in investigations in customer group area and recommend solutions in a quick and efficient manner 
  • Provide specific guidance to staff and managers during performance management season to ensure process is followed, and challenging situations are supported (ie. Needs Improvement) 
  • Provide guidance, clarity and direction to staff and managers on policy interpretation, processes and payroll/benefits 
  • Manage the full recruitment process for customer group, including participating in interviews, advising on salary offers, and completed documentation, for effective support of managers and their ownership of hiring process. 
  • Work closely with C&B team in development and revision policies 
  • Coordinate Administrative responsibilities including contract administration, employee data and benefits administration 
  • Provide HR administrative and implementation support for topics such as recruitment, employee data maintenance and benefits administration. 
  • Support all staff care program and any initiatives 
  • Support managers in understanding and knowledge of staff well-being and healthy work environment. 
Profile:

Education 

  • At least Bachelor degree in Human Resource Management, Finance or relevant field or University degree in field such as Business Admin, Legal, HR Management.

Experience 

  • At least 2+ years’ experience in Human Resources field 
  • 2+ years’ experience in management experience 
  • Professional Certificate in Human Resources 

Skills 

  • Knowledge of Labour Law and employee relations 
  • Proficient in coaching, mediating, influencing, facilitating, presenting, training, analysis and problem solving 
  • Computer skills, especially with Word, Excel, Powerpoint as well as internet navigation and electronic records management 

Specific Technical Competencies 

  • Excellent interpersonal and relational skills 
  • Ability to maintain confidentiality 
  • Ability to organise work priorities, manage competing priorities and deliver on commitments 
  • Excellent attention to detail 
  • Ability to communicate with all levels of staff, orally and in writing.
